Thank you Travis for raising very relevant concerns regarding the IRS guidance proposal. An arbitrary emissions limit is being proposed as a threshold for eliminating a taxpayer-funded subsidy. (BTW, I believe with U.S. economic growth the threshold will become impossible to meet.) A more basic question is what if carbon dioxide emissions are eventually determined to be a net social good? It was only about 50 years ago that the alarmist rhetoric focused on "global cooling." How about going back to focusing on minimizing the release of pollutants with well-documented health harms such as arsenic and lead?

Passing a "landmark" climate policy in secret via budget reconciliation makes it more harshly partisan and more likely to be poorly constructed (as the IRA clearly is). Fortunately for taxpayers, budget reconciliation measures are also easier to reverse.
