It’s the same thing. Following regulatory instructions benefits the shareholders. Adding capital to the rate base also benefits shareholders if the regulator agrees. Southern may have gone native but I seriously doubt any utility would have come up with the green madness on their own. They are playing to the regulators. Their business model demands it. Any show of resistance is punished. I don’t know a solution. Nobody has made deregulation work. In the regulated world the incentives work against everyone.
